WASHINGTON, D.C.—Today, Pioneer Public Affairs announced the addition of Cassie Rowlands as its Climate Finance Director to spearhead its work in the public and private climate investment space. Rowlands joins Pioneer from the Export-Import Bank of the United States (EXIM), where she most recently served as the first-ever Director of Climate Outreach and Engagement and was responsible for expanding and enhancing EXIM’s relationships with key stakeholders in the clean energy industry. Rowlands helped to increase EXIM’s financing for U.S. manufacturing and exports of clean and renewable energy, energy efficiency, energy storage, climate change adaptation, and other climate-positive technologies in multiple roles she held across almost 7 years at the agency.

“Combating climate change is a major financial endeavor – but, more importantly, an opportunity —that requires close partnerships and coordination between public and private financiers. I’m excited to help Pioneer’s clients access funding available through government agencies and the private market in our collective efforts to increase conservation, transition to American-made clean energy technology and electric vehicles, and so much more,” said Rowlands. “There are still major hurdles to getting climate solutions manufactured in the United States financed, commercialized, and integrated into mainstream markets. I’m hoping to help our clients face those challenges and turn innovative ideas into reality.”

Prior to being designated as EXIM’s Director of Climate Outreach and Engagement, Rowlands helped shape policy positions on the International Relations team, taking part in multilateral negotiations on financial incentives for clean energy projects at the Organization for Economic Cooperation and Development. Before joining EXIM, Rowlands worked in the General Counsel’s office of a Massachusetts-based company, and served at the State Department in the U.S. Mission to the United Nations in Geneva, Switzerland, where she helped further the United States’ priorities on human rights. She also has extensive public sector experience supporting U.S. companies through roles at the Department of Commerce and the British Embassy in Washington.

“Cassie’s experience will be a game changer for scaling manufacturing and driving clean energy deployment through public and private financing. One of the hardest things to do for ascendant climate-solutions companies is to raise enough capital with public support in time to scale,” said Joe Britton, President of Pioneer Public Affairs. “Cassie’s experience in climate finance will help us navigate the challenges that lead to potential financing for clients and will give us insight into the funding opportunities for climate included in the landmark Inflation Reduction Act and Infrastructure Investment and Jobs Act. We are very happy to have her aboard.”

Rowland holds a Bachelor of Arts in Economics and Government and Politics from the University of Maryland, and a Master of Arts in International Relations from King’s College London. She lives in Hillsboro, Virginia with her fiancé Matt and their two dogs.
